The lobby systems has been in the works for quite some time now:

They probably originally thought to make it MvM-type lobbies but decided that was a horrible idea.

From what I read on teamfortress.tv, Valve might want to use it as a controlled place to check weapon balance. Also they talked about adding badges to track your stats in a similar way to the Operation Access Pass. The chances of this being any good the day they release it are close to none but it might become actually good in the long run
