Connection problem bug! the game changes..

Well, this connection problem bug happened to me like 4 times since the beta.
scenario : I play tf2, map 2fort and suddenly a huge lag, than a message appear "Connection problem, you will be disconnected in 30 seconds".
I wait and when it down to like 15 seconds the lag stop and every thing looks good.
when I come back with my engi to the start point and I see a medic from my team heal an enemy team scout that fire rocket.
well, every time it happened to me I abused it
I could identify enemy spies easily even when they're disguised.

it happened 1 time to my friend so I'm asking

Once I get nasty connection problems on a server, I'll get graphic anomalies like this. I'll just go to another server.

yeah, it happens to me too. I just re-join the server and its fixed
