Connection Speed Issue

My connection speed on my router is reading differently to what I'm actually getting. The ISP I was orginally signed up to (Pipex) was bought out by Tiscali last year and just last week I was moved over to there network. Nothing has really changed it terms of quality, latency etc but my router now reads my connection speed as 3456/448 kbps. This speed actually varies from 3000-3500 kbps ever time I reset the router. The upload speed always remains 448. Before it was 1152/384 kbps but the actuall speed was 1024/256 kbps. Even now I'm still getting 1024 kbps down but my upload has actually changed to 448 kbps; confirmed from a speed test I did. I don't understand why they changed my upload speed but left my download speed the same. During the speed test it never goes over 1000-1010 kbps. I initially thought that I was being tested for ADSL Max but that seems doubtful now as it's been over a week already. This speed increase has also affected the Noise Margin (SNR). It goes as low as 2 sometimes and as a result the connection cuts out occasionally. It use to be like 25-27.
 
Perhaps you're connected at 3456 or whatever, but your line can't handle the speed, so it's cutting back down to your maximum, which is 1024.

Have you tried contacting the ISP?
 
If your ISP was bought out by Tiscali then I pity you and sympathise, since I suffered under their godawfulservice for years. They oversell themselves to an absurd degree and so the contention ratios are horrible.

One thing to bear in mind, however, is that your initial connection speed does not necessarily mean that you are stuck at that speed. Try some speed tests like http://www.thinkbroadband.com/speedtest.html (a UK site, bear in mind) to see if the connection speed is misleading.
 
Doing that speed test gave me the same results as the other one.

Looking into it more it seems that I must have been switched to ADSL Max causing the modem to sync at the highest speed possible but also making it unstable (it's been cutting out almost everyday and I have to restart the router). Why the actual speed is still 1MB I don't know but I wouldn't be suprised if there trying to rip me off as it's Tiscali after all. Might be best to just call them and cancel the subscription.
 
Tbh that is what I would recommend. Just hearing the name 'Tiscali' makes me paranoid that my line is going to drop or I'm going to get a 721 connection error. Remember to ask for a MAC code and you should be able to get out and onto another provider with no hassle, since they've got in trouble for not readily providing MAC's in the past and should be nice and docile on the phone nowadays (hopefully).
