Is there a way to get out of a cutscene that has you locked in a position? eg: Breen's office at the end of the game. Noclip won't do it.

you could try loading the level after.
if you press tide at the start of the mission you should see something that says what map is being loaded (the maps seem to have a numarical order so just go one number up).
