Converting to WMA

I've got this video, and it's not any type of "File" in fact, it just says "File" when you hover the mouse over it, and I need a special program to play it, but I really want to convert this file to WMA (So I can put it on my PSP), are there any programs that record video + sound (Without mics) and convert them?

File plays with VLC
File (video + sound) needs to be converted to WMA.

No, I have the file on my computer, I want to rip the video and sound from it, VLC sucks balls for that, is there a program that records streaming video + sound while the thing is playing on your PC?

Ehh. Noting comes to mind but FRAPS but that wouldn't really work.
