Copy-paste function of Steam not working

After reading about the benefits of an "intuitive" text system utilised throughout Steam, I was dismayed to find that I can neither copy nor paste into any Steam related window. To continue, words and phrases can be "cut" from a command prompt, but instead of being saved to the "clipboard" as such, they just disappear into the realm of the forgotten. I can’t even highlight something in Steam, copy it, and then paste it into windows notepad for example, because there’s simply nothing there. Whilst this is not an overly major problem, it can be very annoying as the copy-paste function can be useful in terms of adding servers, using console commands and talking to friends.

Please note I haven’t had a single problem with Steam during and after installation. It's been flawless so far, minus this one irritating problem. I'm using 56k and am on Win98se if that makes any difference.

Has anyone else had this problem or more importantly know how to fix it short of a full reinstall?

I know that you cant copy from the console into notepad or other similar programs, but if i get an ip-adress for a server i can add it to favorites without any problems (at least i think so, it was a quite long time since i used that function).
 
I tried copy-pasting an IP from ASE to the "add favourite" section but it didn't work. I can't even copy-paste within Steam itself (i.e. opening the console, selecting a line and pasting it in the command prompt).

This is really strange. :(
