Creating Map using existing 2d map

I have a 2d floor plan of a map I wish to create. Is there an easier/quicker way of laying out all the floorplans for this map using the picture I already have?

I know very little about mapping, but I would guess you could make a flat plane and texture it with the plans. Then build everything on top, and delete the plans when you're done.
