Well, CS:S will come with Half-Life 2. It doesn't have to be the final version, it could still be in beta.

with all Half-life stuff, there is no true "final" versions of anything. especially with steam auto-update. I'm sure they'll ship with as bug free a version as possible but they'll just keep fixing and tweaking forever.
