CS: Source console and decal limit

Could someone please tell me how to activate the console and increase the decal limit? I tried doing a search but couldn't find the command for decals.

its in the menu somewhere. i think its in game > advanced

You can increase the decal limit with "r_decals".
But it is limited by the server anyway (mostly 200), so changing it won't help.

If you want to see the decals further set "r_decal_cullsize" to "0" (standard is "5").
That command isn't limited by the server.
