CS Source Skins..help

Where am i supposed to put skins ? On websites they say put them in ur steam/steamapps/username/counterstrike/cstrike folder. Ive done that, and tried in other places like materials, and models. But the game still doesnt read them. Any1 know exactly where they have 2 go??
