CSS - Massive slowdown with flashbang and nitevision

i have all my video settings to lowest, and even now, when i am either flashbanged, or use nitevision, the game slows to a crawling 3-4 fps. This means that if im fbed, i am automatically dead. i dont even have a chance to fight back. The video settings dont seem to matter. i have a p4 2ghz 512 ram machine with a gforce 4 mx 440. any console commands that might help? thanks.

Reformat, download latest drivers, and latest DirectX, all I can say...
