No no, it's real.

It actually is a complete and whole mod. It combines elements from CSS and SMOD (you need both already, hence the small file size) and makes missions for Counter-Strike maps. It's quite fun actually, I'm playing it now. You fight your way through semi-random encounters throughout the map.
