Custom language in steam

Hi all ...
may i create custom language in steam ?
i created a vgui_russian.txt , platform_russian.txt and steamui_russian.txt , but nothing changed in language options
if you know how to add custom language - explain plzzz
...

Maybe you could rename them as vgui_korean.txt or somthing then set your language as korean

Or maybe theres a file where you have to put the names of`all the language files.
