Custom Names, config.cfg

I tried to input the ASCII names (ALT + NumPad keys (i.e. ALT+255) into the config.cfg file, but when I launch the game, it says #empty as my name. How can I get the game to launch without altering the config.cfg file to make it say what it wants to say, and make it so I have control over what I want my S/N to be.
