Custom Server Start Messages/Pictures?

On about every Valve multiplayer game, I've seen servers which have their own pictures and text when you enter their server (where it normally says "Official HL2 Deathmatch Server" or "Day of Defeat: Source Server"). Is there any way I can do this without a whole bunch of scripting?
