I haven't been able to ply Source games ever. I got a new video card that played it, but it broke. I got a Radeon X1650 512 mb . I hoped it would be able to play Source games. I get about ~9-20 fps and it constantly skips sounds. On all Source games. I don't care how shitty it looks. I just wanna play Source games, notably Zombie Master.

The x1650 broke? How, overheat?

What was giving you 9-20 fps, the x1650 or some onboard thing?
I would think you should get way more than 9-20fps with that card...what resolution were you playing at?

My old card broke. I'm trying it at 800x600. The x1650 is giving me this fps. I even put in cvars and lowest cfgs i can find.

Well either something is very wrong with the card, or it's a driver issue. Have you tried uninstalling all video drivers and then reinstalling the latest ones for the x1650?
