It's been up for a few days now.
Not much too see besides a carved out pumpkin with a burning candle.
The candle seems to be burning down which leads me to think that it is a countdown to something happening on the site on Halloween.

That was one year after Bruce became Batman. He was fighting against the mafia in Gotham, and it was the birth of Two Face. I believe it was also the first time the Joker showed up.

The book itself took place over a whole year as well. A murderer was killing certain people every holiday, for a year.
