Just finished DOW2 and thinking about buying chaos rising. Does it let you import character from DOW2 with same level and items?

Yes, you'll have the same squad along with all of their equipment and levels they had previously acquired.

Does the game raises the level cap, since lvl 20 is the max lvl in dow2?

The level cap gets raised to 30, if you can make it that far.
