Decals not responding to lighting.

Why are my decals "glowing" as if to be a light bulb? I have this dark, eerie room set up and my decals are "shining". Please see pic below. I know it's very dark but you should be able to see what I'm talking about. What gives?

have you added an env_cubemap and typed buildcubemaps in the console in game?

I have added a cubemap, but I took it out the map. Still the same problem.
