He was high up in the FBI and he knew what Nixon was doing, and he saw that he was going to get away with it so he leaked the information. I think all that Nixon did was steal some paperwork from the other party.

It's not necessarily the stealing paperwork that's so bad, it's illegal but it's not really a super serious crime and candidates were doing it for ages (Kennedy did it to Nixon, Nixon did it, Gore did it to Bush) but didn't he lie under oath and thus commit perjury about it?

Nixon did a lot of pretty messed up stuff not only to engineer the break-in, but to cover up all sorts of shady dealings before and afterwards. The real problem was that he was insanely paranoid. He didn't have to cheat to win re-election against the Democrats that year, but he did it anyway, because of his extreme paranoia and insecurity.
