I'm asking what is an "attack" and how the nice halflife2.net people know the IPs.

not physically, but its an attack nonetheless.
an example would be a person from a rival site (lets call it, ForumX) signing up here, (let say, with the username FourmXRulz) and then creating 10 threads in hl2 general entitled "ForumX RULZ!!"

or, someone who signs up with a new account, creates a new thread, and posts a picture of a man "opening" himself for the camera, with the text: "ForumX owns you!"

I won't detail any anti-DoS features the host's routers/servers have; but its not difficult to notice that one IP or one IP range is bombing you and its just as easy to block access.

Theres a dude I know from playing online games, who said that someone they kicked out of the clan tried to hack the clan site. Now I don't know much or anything about computers, but he said that he 'cloaked? his IP' and the shifted the attacks onto fbi.gov. He said that the FBI kicked this guys door in and arrested him.

Have no way of knowing whether its true or not. But interesting story...... Im probably going with the idea that, it did not happen.

For those computer dudes out there (which is every1 except me) is this possible?

I don't speak to the hosts, but pinging the server over and over won't do a thing to its performance; however, it would constitute a violation of your ISP's AUP.
