Desktop + Laptop...one account?

OK, lets say I have my main gaming rig for HL2, but I also have a gaming laptop that I can take with me to internet cafes, and even my workplace lets me use their connection.

can I use just one Steam account for both? Like if I log off steam at home before logging in at work?

Yes, but you can only be logged in at one place at a time.

Actually, there's nothing to stop you being logged on in more than one place at once, but the Steam ticket expires on the first login when you login at the second computer.

You don't need to explictly log off.
