Disabling BG Maps?

How would I disable the background map on load-up? I just want to keep my static image up. Help please

In Steam, right click the game and choose Properties. Then click on Launch options and type -console and press OK to save the settings.

I can't do that on my Third-Party Mod. So how would I do it with my mod?

Edit Valve.rc in your mod's directory, and comment out "startupmenu"
