A map pack is a number of maps in one package, usually a zip file. These maps are then put in your maps folder in CS:S. All this means is that you have the maps available to play on your own (host a server) OR join a server that is playing one of those maps. Map packs aren't any different than just maps. The fact they are bundled together doesn't change anything. If that is what you are asking. I hope you atleast understand the concept of custom maps :O

But to answer the second question in your post, yes, you can play on servers that are running those maps, or any other map you have.

Also usually you can play on servers which are running a map you don't have. If your connection is fast enough, then you will download the map before joining the game. No need to download maps from sites.
