Eu people what will we do?(steam eula probs with German Goverment)

If valve does end up not making the products on steam resealable,steam might end up being banned in the EU.I don't mind this personally,since Macedonia isn't in the EU,but i do have a lot of friends with witch i play on steam.What can we do to change this??
