Finding online friends

I have tried typing in the details of a friend I wish to play with online but it doesnt seem to find his username/e-mail etc and he said he has the same problem finding me. Is there a problem with the add friends feature or am I doing something wrong?

Yes, they attempted to implement a chat feature in the friends network, but it failed and hasn't worked since.
