For some reason, The programmers loaded the actual characters Dr. Breen and the other Scientist (Your friend, the badl white guy. I can't remember his name) into the map so, instead of just a picture of them on the videos (Dr. Breen on the bg monitors outside and on the walls and the Scientist on the monitor when he talks to you.

I'll take screenshots later, but I just thought it was kind of odd.

I found out through using noclip and going to the outskirts of the map.
 
The screen projects a live image, just like a live video feed would. The characters are hidden, acting out the scene, and it is projected onto the video screen.
 
We know. It's what they do with almost every person you see on any TV-screen in Half-life 2.
 
It was pretty funny. I shot Dr. Breen and when I looked at the screen again, the scientist was on it.
 
The reason they did that is why spend extra art resources when you have a perfectly fine working camera system?

Does HL2 have security cameras like Doom 3 does? Actually, there is one bit of the game where one camera is pointing at the CCTV monitor you're standing in front of, so you see the back of yourself and the monitor image is repeated several times, and you can actually move around it in real time too.

Does HL2 have security cameras like this? I don't remember.
 
One area that Doom3 DOES beat Half Life 2 is in the camera ssystem, which at least SEEMS to be far more robust and of a higher quality than Half Life 2's

No, but it IS possible.

Yes, HL2 does feature security cams, but none that will allow you to see yourself.

Odd thing though that the guard didn't react to what was happening on the monitor, until the rebels blasted through the door.
