Are the floppy disks formatted or do they already have data on them? If you put a blank floppy disk in the drive, leave it in and reboot the computer, does it give you an invalid system disk error? Is the floppy drive light constantly on?

If there's no power then ensure the mini-molex connector is plugged in. If there is power then swap-test the floppy drive cable. If that doesn't work then you need a new floppy disk drive.
