Force Refresh Rate

I have a Radeon9800xt and using Windows XP.

When I play HL the refresh rate is capped at 60, although the desktop refresh rate is set to 85. My monitor supports higher refresh rates. I'm pretty sure it has to do with Windows XP auto difining the refresh rate for HL.
Is there any way i can force higher refresh rates for HL? 60 hz really hurts my eyes!

I tired some program before but it turned out to be for nvidia's cards.
