Unless you're a large site, vBulletin is too expensive to warrant buying. Of course, you could always 'purchase' it, but that's naughty!

No, you are meant to download phpBB from www.phpBB.com, find a free host, and upload it there yourself.

You are looking at a site that makes you pay because they have everything set up for you, and probably some extras.

If you have no prior experience with installing webapps, I suggest you get something meant for the average joe who doesn't know alot about such things. Something you don't have to manually setup and install. Something like ezboard

Wrong, Invision is. They allow free usage of their program.

Okay... you don't know what FTP means? Forget it. You have to have at least prior knowledge about web-design and/or setting up a website before you go out an make a bulletin board. Sorry... but that's just the way it is.

Ok, Tinkie Winkie... listen. We are trying to help you. But ya' see, we have all learned HTML, PHP etc. to get all of our knowledge. I suggest you do the same. No one on this board could explain it without it being a big pain in the ass for themself and most likely you, too.
