City 17 is not real. It wil form in future (imagined by Marc Laidlaw) in Eastern Europe, and it'll actually be a conjunction of several. As will be all the other numbered cities.

And no, I'm not sure of that, but that's what it seems by the looks of that screenie of the train station.
