its obviously weapon placeholder icons to show you that you are carrying a tire or several tires or something else with physics

It's the different shadows that the physically simulated objects cast... or at least that's what I got from the name of the command when I found it.

It is place holders, Im pretty sure. Its in the HUD cause you can pick stuff up in HL2.
