Fraps FPS Problems

I've been using fraps for sometime now and I always seem to have 30 fps (Which I have capped at for optimized results). I've also been running at half-size for better framerate when playing. But recently I've gotten problems with the program. Every so 10 seconds the Frame rate would jump down to 0 in which appears to be sets of spikes. After 3 to 4 of these spikes, the framerate returns to normal, then afterwards starts again.

I know it's not the settings of the game since I've had the same settings from starting with fraps 2.8.2. I have upgraded but it hasn't fixed the problem. The big changes I've had since the last known working date was my upgrade with a 8800GT and Nortan 2008. This affects all games and is disallowing me to continue with my 'filming' .

Try to disable Steam overlay.

Happens in all games. Even Myst 3.
Steam is off, still does it.

I've tried turning down hardware acceleration and sound acceleration.
