Game Release Question

When games are released, do stores order enough for the preorders then order a few hundred more? Or do they just order X amount of games then hope it covers the preorders plus a few extra for shelf sale?

Reason I'm asking is: would there be any chance of a game, say Half Life 2, being in stock the day it was released, but just bought out quickly, or is it all gone the first day/week to preorders?
 
I should think the Preorders are garanteed sales, so they'll be ordered seperatly and order more for the shelves. but i dont know for sure.
 
Generally, "Headquarters" (ie, not the individual store) send each individual store an amount, general covers the preorders.
 
At least enough to cover pre-orders but usually more. Unless they've had a LOT of pre-orders. Game in Witney only had enough copies of Fable for pre-orders. Dumb bastards.
