Game wont launch ARGGGGG!!

steam opens up I log on. open up games menu. click on episode 1 and tell it to launch. then its says download paused and it just shuts off. I have reinstalled windows that didnt help and also having scrolling problems with my mouse befor and after reinstalling windows

you completely reinstalled windows just for that... im sure thats not your problem... im trying to think of what it might be... try deleting clientregisty.blob in the steam folder. if any shit goes wrong for me thats what I do and its usually smooth sailing for me. hold on... what shuts off, steam, or your computer?
