games not starting up

my friend is haveing a probleam running hl2 and css
whenever he goes in to play games and selects css or hl2
it says error this game is unavailable please try agian at another time.
he has the collectors edition like me, and he is connected to the internet so its not that, any ideas?

Right click steam in the system tray (in the bottom right corner and click 'status' are those games set on 99%? any games present at all? Games cannot be ran without them being fully updated once they have begun.
