Graphic settings can't change

Im an owner of FX 5900xt graphic card.
First of all, my graphic card cant swich on dx9 althought it support it (I had very good performances in Far Cry and Doom3 on 1023x768 on high).
Can someone help me how to turn on dx9? I know that my performances will decrese but I want to see the game on dx9 (mostly the watter effects).

If you have the console enabled, enter mat_dxlevel 90 via the console.

Ok. Im running HL2 not on dx9 and lightning is much better but watter havent improved. I put on reflect all but I think it's still on simple reflection.

Can I turn that on somehow (reflect all)?
