Graphics issues.. e.e;; Help!

Hardware:
Dell Inspiron 600m 1.5 ghz
768 RAM
Mobility Radeon 9000 AGP (32 MEG VMEM)

Settings:
800x600 Full Screen
Anti-Aliasing 2x
VSync Enabled
Filter - Trilinear
Model Detail - High
Textures - High
Water - Simple Reflections
Shader - High
Shadow - High
DirectX 9b

Issues:
Shimmering textures (see screenshot)
Colorful triangles (see screenshot)
Messy character/object models (the polygons are EVERYWHERE)

You should probably look into buying a new video card. If you can't upgrade your lappy, then I dont know what to say...
 
You can always try forcing the Direct X level lower (-dxlevel 70 in the launch options) seeing as to you have 32 megs of video ram. That, or you can try updating the drivers of your graphics card.

Also, those settings you are running the game at seem to be a bit much for your specs. Try lowering some down and take off Anti-Aliasing. I mean I have an AMD 2400+, 512 RAM, and a DX7 graphics card and I can't even run the game with the settings that high, although I play at 1024 x 768, but I usually have textures on medium, models on low, and trilinear filtering and everything else on the lowest setting, and my graphics card has 64mb of video memory.

EDIT: Have you tried installing Direct X 9.0c?
