Graphics settings through steam

Is it possible to change video resolution and whether you use OpenGL or D3D without going into a game (in other words: can you do this through the play games menu)? I can't play steam games becaues the resolution is to big for the screen so I am always sent back to the desktop. Reinstalling Steam doesn't help.

Go to a game's properties (any game, the graphical settnings apply to all of them) and Launch Options. Paste "-window" in, change your settings, then remove the switch.
