I'm not sure why everyone is posting such complicated spray tutorials, but I've posted a simple one here:

CS:S spray tutorial

Also on that page are a couple of screenshots, anyway ... enjoy.

Hey, thanks for making a simpler tut. There is one place I get stuck on. I dl vtex.rar on the desktop. Here is where you lose me:

Extract the files to the folder of your choice,
and then place your .tga file in the vtex\hl2\materialsrc\sprays folder.

Extract the vtex.rar to that folder? Do I created the vtex\hl2\materialsrc\sprays folder, cause its not there now? Also, I searched my computer and I don't have tga2vtf.bat. I feel like an idiot about this, and I am no beginner, but I sure get messed up at that point!

Hey when I download the vtex.rar it doesnt allow me 2 extract or anything. Do I need something 2 read .rar files? cuz I seem 2 have problems with them mainly.

Alright I got it all working now I have another question and I didnt want 2 start a new thread for it. Now can we make animated sprays or not? I made an animated spray and id like 2 know how to get it working if possible. Any suggestions?

Looks like a 'Bevel & Emboss' set to pillow emboss, with a fill rate set to '0'

Open it in Photoshop and then click File - > Save As - > and select TGA from the drop down menu.
