The US government has formally declared six greenhouse gases harmful to public health, paving the way for Barack Obama, the US president, to bypass congressional approval to order cuts in emissions.

The announcement boosted hopes of achieving a key goal at the UN climate change summit in Copenhagen to limit global warming.
