GTA 3 Not displaying properly

Decided to kick it old school and reinstall GTA 3 for Steam. Start it up and the gameplay isn't displaying properly. It's all pixellated across the screen, but clear enough so that I can see the correct display in the background. Any help?

Do you have any other graphical issues in other games? Looks like your video card artefacting.

Just played HL2: Episode 2, and no issues whatsoever. I validated the game cache and one file wasn't downloaded, but the problem didn't go away.
