I think it brings lots of new stuff to the table. Alot of it are small details, that make the game more exciting in my opinion.

MUCH MUCH larger map.

Multiple cities and towns, wilderness areas.

Motorcycle cops, who can hang on the back of your vehicle( imigine swirving and making them careen.

No load times between zones.

Being able to swim FINALLY.

And alot more.

Its just improvements on the good old stuff.

The game brings alot of new additions to it, more in a roleplaying/reality aspect, not to mention its upto date with cars etc...

To me its got some sims in there, some NFSU, a story (supposedly one that you have control over - RPG) thrown on top of the almighty GTA. This game will dominate over GTA3 and VC no trouble. :E
