GTA3 can behave oddly in Windows XP. For me, I get severely damaged or even die when falling any distance... even off curbs.

Turn on the frame limiter in the options. For some strange reason, this would happen to me with Vice city.

If you are running a dual core processor, tell it to use only one.

I pirated it a few years back(but then I got it for my birthday a few weeks later) and that's exactly what happened.
Everything was sort of sped up and character models were as skinny as stick figures.

I don't know why I didn't remember before, but this DID happen to me too. Do the frame limiter thing, worked for me.
