Pretty much, I start a new game and the guy in the suit says something about being asleep on the job, and starts saying "jobjobjobjobjob" forever.

it then goes to a black screen and I have to either turn off my computer or log off to stop it. I have tried running it on the lowest settings and I have the newest version of direct x9.

Here's some screenshots to better explain my problem.

Two words: Integrated Graphics.
your laptop isn't good enough to handle the game most likely. You could try going into Steam, right clicking halflife2, selecting properties, then setting a launch option of "-dxlevel 70" without quotes. Then launch halflife2, and close it, then re-open the launch options and remove the previous command. It might make it SLIGHTLY more bearable, but not much.

I don't seem to have the launch option, here's some screenshots to explain what I mean.

That's because you have a pirated version. To have the launch options you require Steam.

This. the All CAPS'ed "HALF LIFE 2" kinda gave it away when I saw it.
Pirated copies of Steam games are not supported here.
