Half life 2/Steam not recognizing DirectX?!?!

My copy of Steam and or Half life 2 is not currently recognizing that I have the latest version of DirectX. I know that I have the most recent one because I can play United Offensive no problem. I have reinstalled my copy of Hl2 and still have the same problem. Is there a way that I could completely reinstall DirectX? Help!

CoD is based on Quake 3's Engine which is based on Open GL not D3D for it's renderer if memory serves correct.

I've downloaded it from there like 50 friggin times, and then installed it, and it still says I need the new version when I try to play.

goto start --> run and type dxdiag and when the window appears, tell us what the directx version is, see if its updating there when you install it.
