Half life, Counter Strike..all steam games studder every 3 seconds

Having a problem with all the steam games. I play HL2 Death match, CSS and It seems online the game will studder about every three seconds. it Even happens when i'm doing non-online steam games like lost coast or episode 1. I just want it to run smooth. I recently re downloaded an updated driver for my ATI Rad 9800 Pro and that didn't help.

here are some stats on the computer.....
Intel pentium 4 processor 2.8 G.Hz
1.5 GB of ram
Radeon 9800 video card ( i can run hl2 and counter strike on HIGH settings with NO PROBLEM) I also put the video settings on the lowest and it still studders.
320 Gigs Memory
creative SB audigy ZS Sound card Gaming series.

Also, considering defragmenting your hard drive if you haven't done so recently.

oh and just to clarify it's not just the sound that studders it's the video mostly. Just recently got comcast cable as well!

Other suggestions? Hmm. What sort of virus, adware, and spyware protection are you using?
