what the problem Im having is I make a brush and then
when I try to apply a texture and I choose one and then click apply but nothing happens can anyone help me?

is the brush or the side of the brush you want to apply the texture to selected properly (red)?

also, you might have your 3dview set to "3d filled polygons" instead of "textured polygons", you can change this easily in the >view menu
