has hammer 4.0 been released?

Call me stupid but I cant find too much info on it, apart from everyone is using it.

Is it offically available?

Yes.

You must own a copy of HL2 and have it registered via Steam.

Then go to the bottom under the Tools section and "Install" Source SDK... That has Hammer 4.0 and all the other fancy tools.
