Why release a SDK when no editor is available

Isn't it a bit stupid to release a SDK when o editor is available, I mean, how can you make mods without making any maps? ... On the other hand, probably the mod has to be programmed first, guess that would take some time and effort, and then the maps for the mod can be made. Funny though that they haven't released an editor yet, they have to have one in order to design their own map haven't they?
 
Things may have changed by now (although I doubt it), but last year Valve said that the new Hammer editor will be able to import maps from the HL1 editor. In other words, you can create the basic geometry and layout along with place holder textures now and wait for the new hammer editor to come out to port them over to the Source engine.
 
and what about the player dimensions, and capabilities(jump distance)? has any of this info been released? will it directly scale to correct proportions. after we are going from quake to source, and we dont know how seamless going between the 2 will be. like how is water handled.

you have no entities or textures so you have to come back and replace all those, as well as check all you geometry or what imports it can in terms of props and landscape.

I remember them saying that all player movements will be kept exactly the same as in HL1 to keep it in a more "traditional" state, and probably to make converting mods easier.

Supposedly most of the entities will also be the exact same in both name and what they do. Everything else is an unknown of course, but like I said you can probably start with the basic map designs now to shorten the amount of time required to make them once the full SDK is released.
